Украина и Молдова всегда будут ведомыми в мировом политическом процессе В Международном медиа-клубе «Формат А 3» в Кишиневе состоялась первая в нынешнем году встреча в режиме онлайн. Гостем ее стал директор Киевского центра политических исследований и конфликтологии Михаил ПОГРЕБИНСКИЙ. Тема разговора была очень актуальной для нынешней молдавской политической ситуации: «Украинский сценарий для Молдовы. Что дальше?». Как известно, первый свой зарубежный визит в качестве главы государства новый президент Молдовы Майя Санду совершила именно в Киев. А с президентом Украины Владимиром Зеленским она встречалась, еще будучи премьер-министром Молдовы, и всегда подчеркивала не только близость народов двух стран, но и общность их целей. О том, куда могут привести эти заявленные (или подразумевающиеся) общие цели, о чем договорились два президента, что осталось за кадром официальных сообщений и шла речь на встрече. Михаил Погребинский хорошо знает ситуацию изнутри, поскольку с начала 1990-х годов – с тех пор, как был избран депутатом Киевского городского Совета – участвует в политической жизни. Первое, о чем спросили гостя: была ли у встречи Зеленского и Санду недекларируемая повестка, и что она включала? - Могу, конечно, только предполагать. Думаю, следует обратить внимание на два важных аспекта. Прежде всего, сам факт визита Майи Санду говорит о намерении придерживаться согласованного с Украиной курса на сближение с Западом и НАТО. Не случайно было принято решение о создании Президентского совета. Кроме того, Санду еще до визита неоднократно заявляла о необходимости вывода из Приднестровья российских миротворцев. Думаю, обсуждался вопрос, как ускорить этот процесс. Правда, на итоговой пресс-конференции об этом не говорилось, возможно, оба президента пока не считают необходимым озвучивать жесткую антироссийскую позицию, хотя она, скорее всего, общая у Зеленского и Санду. И позиция эта явно совпадает с позицией США, а у Санду, как гражданки Румынии, еще и Бухареста. Участники встречи поинтересовались: существует ли на Украине единая политическая позиция в отношении Приднестровского региона? - Утверждение о том, что у нас есть единая политическая позиция по Приднестровью – пропагандистский штамп. Несмотря на то, что в Конституцию Украины включено положение о сближении с НАТО, общество по-прежнему разделено на две большие части – одна ориентирована на Запад, другая на Восток. В отношении сближения с Евросоюзом и НАТО в нынешней Верховной Раде нет даже конституционного большинства. Тема Приднестровья – не в первоочередной повестке для украинской власти. Но итоги президентских выборов в Молдове показывают, что и вашей стране единого мнения нет. Я не считаю себя экспертом по Молдове, но, думаю, позиция у вас кристаллизуется после досрочных парламентских выборов, когда станет ясно, какой курс возобладает – прозападный или пророссийский. Многое зависит от того, какую позицию займет режим Байдена по отношению к Украине и Молдове. Это станет известно через пару месяцев. Как Украина, так и Молдова – страны, не определяющие ничего в мировом процессе, поэтому мы всегда будем только ведомыми. Нельзя было не спросить гостя о том, чего не видно нам в Молдове: действительно ли «новые силы» на Украине – партии Владимира Зеленского и Анатолия Шария – качественно новые люди? - Что касается партии «Слуга народа» Владимира Зеленского – это совершенно случайные люди, большинство не имеет не только политического, но и какого-либо профессионального опыта. Этих людей, в том числе депутатов Верховной Рады, набирали практически по объявлению. Несколько месяцев они просто голосовали в парламенте, «как прикажут». Они не осознают своей ответственности. Для большинства избирателей это совершенно очевидно, что отражается на рейтинге Верховной Рады. В последние семь-восемь месяцев идет систематическое снижение поддержки населением Рады, в том числе партии Зеленского. Его собственный рейтинг пока 25-27%, а партии «Слуга народа» - меньше 20%. За Партию Шария выступает в основном молодежь. Если бы сегодня состоялись парламентские выборы, не исключено, что она бы прошла. Возможно, с ней пришли бы люди, способные дать новое качество управления, но пока мы их не видим. Правда, немало представителей этой партии прошли во многие местные советы, возможно, они покажут, на что способны, там. Что касается оппонентов действующей власти, то это старые политические силы – Порошенко, Медведчук, и ничего нового от них ждать не приходится. Актуальный для обеих стран вопрос – ситуация с русским языком. Вот что рассказал Михаил Погребинский о том, какова реакция украинского общества на вступивший в силу запрет использовать русский язык в любой сфере деятельности: - До последнего времени режим Зеленского не выглядел столь радикальным, как режим Порошенко. Люди стали меньше бояться, в социальных сетях море возмущения. Да, по просьбе клиента в сфере обслуживания могут перейти на русский, но это ужасно унизительно. Все-таки большинство населения по-прежнему говорит по-русски. Те, кто оголтело насаждают украинский язык, – маргиналы, но государство нас от них никак не защищает. При этом и Порошенко, и Зеленский дома общаются на русском, дети Порошенко, например, которые учились за рубежом, по-украински вообще не понимают. Но я не драматизирую ситуацию, потому что вижу, что ничего не получится. Процесс выдавливания русского языка идет непрерывно, начиная с 1991года. За первые десять лет независимости число тех, кто изучает русский язык, сократилось в 10 раз. Тем не менее, 70% запросов в Googl с Украины – на русском языке, количество просмотров российской эстрады в интернете в разы больше, чем украинской. И сегодня на русскоязычных телеканалах гости могут говорить по-русски, хотя ведущие обязаны пользоваться украинским. Думаю, если не будет суперсильного давления со стороны новой американской администрации, русскоязычные СМИ будут существовать. Отношения с Россией – важный аспект политики и для Украины, и для Молдовы. Поэтому интересно было мнение гостя о том, остались ли у Украины какие-то связи (не считая газопровода) с восточным соседом, которые невозможно разорвать? - Россия – второй после Китая торговый партнер Украины: мы покупаем российский уголь, топливо (формально горючее поставляется из Беларуси, но изготовлено из российской нефти), идет и другой товарообмен. К сожалению, сегодня на Украине остались всего три предприятия, продукция которых продается в Россию, хотя когда-то их было 150. Тем не менее, социологические опросы показывают, что около половины населения хорошо относится к России, несмотря на мощнейшую антироссийскую пропаганду и демонизацию фигуры Путина. И дело не только в тесных родственных и дружеских связях. Общественное мнение готово к налаживанию конструктивных взаимовыгодных связей с Россией. Делаются робкие попытки обратить внимание властей на необходимость поиска компромисса в отношениях с Россией. Есть телеканалы, которые оппонируют власти с разных сторон, в том числе и с пророссийской. Но это пока, к сожалению, никак не сказывается на политике прошлого и нынешнего руководства Украины. Возможно, толчком к выработке более прагматичного подхода к отношениям с Россией станет ситуация с коронавирусом. Смертность постоянно увеличивается, но Запад вакцин не дает, а китайская вакцина вызывает большие сомнения. Значит, придется договариваться с Россией.
